The Government of the Federated States of Micronesia (FSM) seeks a well-qualified individual to fill a position for Strategic Prevention Framework- Prevention for Success (SPF-PFS) Program Evaluator at the Department of Health and Social Affairs, FSM National Government, Palikir, Pohnpei 96941.

Duties & Responsibilities:

  1. Conduct all required evaluations of the SPF-PFS Project. The individual is expected to be well-versed in provided culturally-appropriate and competent program evaluation;
  2. Work in collaboration with FSM SPF PFS and its Sub-recipients to design, develop, and implement SPF PFS Program’s logic model, data collection protocol and instrumentation to conduct project/program evaluation and capacity building;
  3. Determine evaluation questions of interest and identifying appropriate study designs Develop, pilot, and train staff on the use of data collection instruments (qualitative and quantitative) and performance measures;
  4. Seek and lead innovative efforts that enhance the SPF PFS project and programs;
  5. Engage stakeholders, assess their inputs, and determine their information needs;
  6. Participate in appropriate meetings, webinars, and conference calls organized by FSM SPF PFS Program and FSM BHW Program, SAMHSA, and other agencies;
  7. Monitor, conduct routine analysis, and evaluate program successes and outcomes ;
  8. Prepare project reports and presentations to deliver evaluation results annually;
  9. Support a variety of continuous Quality Improvement (QI) initiatives;
  10. Demonstrate effective problem-solving skills;
  11. Act as a responsible member of the team. Works cooperatively with SPF PFS Program, Stakeholders/ Advisory Councils and Sub-recipients to meet SPF PFS’ project needs;
  12. Assist the Program in writing the continuing application for SPF-PFS Program.

Qualifications Requirements:
Require at least a Master’s degree from an accredited College or University in Public Administration, Business Administration, Information Technology, Healthcare Administration or Research and Statistics is required for this position plus at least five (5) years of work experience in Healthcare or Behavioral Health settings.

Salary:
A Salary range from $40,000 but not exceed $50,000 per annual depending upon qualification of the applicant.
