DUTIES (ILLUSTRATION ONLY):
Assists the Assistant Secretary of the Division of Communication in the implementation and administration of the FSM National Radiocommunications Regulations (under draft) that includes the FSM National ICT Policy and Strategic Action Plan; Operation and management of the Spectrum XXI Software Program under the FSM/U.S. Joint Telecommunications Board (JTB) frequency assignment harmonization process mandated under the Compact; Operation and Administration of the Fregman Database that includes: Review and analyst frequency assignments, Maintain database for all frequency assignments in the FSM, Review, Approve and Suspensions of all radio licenses, Processing and Issuing of frequency assignment of all FSM radio station Licenses, Monitoring of the radio waves for harmful inferences, and assist all radio users for complaints and non-compliances. Responsible for the development and management of the FSM National Frequency Allocation Table in compliance with International Telecommunication Union (ITU) Recommendations and requirement that includes the preparation and management of the FSM National Frequency Plan for HF, MF, UHF, and Mobile Bands; Notifies the requestor of assignment, maintain conduct with civilian agencies; Ensures spectrum Supportability emitting equipment used within a specified area and obtain clearances.
Qualification Requirements:
Graduation from an accredited college or university with a Bachelor’s degree in communications, electronics, or electrical engineering plus 3-5 years of work experience in spectrum management, telecommunications regulation, or radio frequency engineering. Solid understanding of spectrum allocation, radio frequency technology, and regulatory requirement.
