The Government of the Federated States of Micronesia (FSM) is seeking a well-qualified Consultant to fill a position under the project “FSM National Ozone Unit (NOU) Awareness Project.” This consultancy is based at the Department of Environment, Climate Change & Emergency Management (DECEM), FSM National Government. The consultant may be an individual or firm/company and should be able to assume duties immediately.
Background
The Federated States of Micronesia (FSM) as one of the 12 Pacific Island Countries (PICs)- Cook Islands, Kiribati, Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu have been actively engaged in the implementation of the HCFC Phase-out Management Plan (HPMP) Stage II, following the guidance of the Multilateral Fund and the United Nations Environment Programme (UNEP) as the lead implementing agency. Given that the HPMP Stage I aimed at a 35% reduction of Hydrofluorchlorocarbon (HCFC) consumption in January 2020, the HPMP Stage II enables the PICs to meet their obligations of total HCFC phase-out by January 2030. With the successful onboarding of this initiative, the region has now entered the next phase, the Regional PIC HPMP Stage II, which targets the total phase-out of HCFCs by January 1, 2030, in compliance with the Montreal Protocol schedules with conditions that HCFC would not be imported after the date, except for the allowance for a servicing tail between 2030- 2040 where required, and consistent with the provisions of the Protocol.

As part of the ongoing commitment to the Montreal Protocol and in response to the approved plans of the 86th ExCom meeting in November 2020, the Regional PIC HPMP Stage II has emphasized the importance of raising awareness about the environmental and health impacts of HCFCs and the need for sustainable alternatives. Among its objectives, the project underscores the vital need to educate stakeholders—including policymakers, industry representatives, and local communities—about the rationale behind phasing out HCFCs, thereby ensuring broader support for the transition towards alternative refrigerants and practices that are less harmful to the ozone layer.

As part of our obligations to increase awareness about HCFC, its environmental impoacts and the alternatives available for the market, the FSM NOU has designed this awareness project to enhance understanding and engagement regarding ozone-depleting substances (ODS) and the benefits of HCFC phase-out. This initiative aims to build a network of informed advocates who can promote best practices in refrigeration and air conditioning (RAC) servicing while ensuring compliance with environmental regulations. Through targeted training, outreach campaigns, and resource development, the Ozone Unit Awareness Project will empower local communities, foster stakeholder collaboration, and ultimately contribute to the long-term success of the Regional PIC HPMP Stage II.

Scope of Work
Specifically, the project will produce the following Stuff We All Get (SWAGs)- promotional products, and deliverables:

  1. Laminated Information Sheets:
    – main HCFC awareness messages. These will provide concise and accessible information about the ozone layer, its significance, and the impact of ODS.
  2. T-Shirts with Ozone Design:
    -Engaging apparel featuring a creative design that symbolizes the initiative, aimed at raising awareness and encouraging dialogue.
  3. Rubber Bracelets:
    -Promotional items that serve as daily reminders of the importance of protecting the ozone layer, designed to foster a sense of community commitment to the cause.
  4. Recycled Pens:
    -Eco-friendly writing instruments that promote sustainability while providing a practical tool for community members.
  5. Posters:
    -Visually impactful posters that convey key messages about ozone depletion and the importance of protective measures, aimed at high visibility in public spaces.
  6. Video Production:
    -A 2-3 minute video on FSM’s achievements under MontrealProtocol & Kigali Amendment, combined with engaging visuals and informative content to illustrate the importance of ozone protection and the role that individuals and communities can play in this effort.

All materials are also to be translated into the 4 FSM state languages (Kosrae, Pohnpei, Chuuk, Yap). Through these materials, the project seeks to educate the public, inspire action, and support the global efforts to safeguard the ozone layer for future generations.

Duration of Contract

The consultant/firm will commence work on the project immediately, with regular project updates and progress reports to be shared with the project sponsor (FSM National Ozone Unit, DECEM) to ensure timely completion of all deliverables and milestones within the agreed-upon project timeline.

Qualification Requirements:

Graduated with a Bachelor’s degree in Environmental Science, Communication, or a related field, and at least 5 years of experience in environmental awareness campaigns/ information campaigns, including graphic design, promotional products, and video production

Salary:

A fixed fee of $18,000 will be paid to the consultant/ developer upon completion of the FSM National Ozone Unit (NOU) Awareness Project.

Payment Schedule
The consultant/ developer will be paid according to the payment schedule described below:

  • First payment: 30% of the total fee due upon signing the contract
  • Second payment: 50% is due upon completing 50% of the scope of work/ deliverables
  • Third payment: 20% is due upon completion of the project
