$1,177.58 B/W + $40.00 COLA = $1,217.58 BW

This is the minimum rate at step one of the grade.  Higher rates may be authorized in cases of hard-to-fill positions where it is appropriate to the qualification of the appointee.

Duties & Responsibilities:
Responsible for all trade, investment and business development matters under the general direction of the Secretary of Department of Resource and Development; Evaluate all relevant reports for the Department of and agencies of the National Government and State Government counterparts and advises the Secretary of viable course(s) of action for implementation: Supervises and facilitates the programs of each Unit under the Division and other technical assistance geared toward enhancing the competitive advantages of FSM as a destination for foreign direct investment and trade and to reduce the cost of doing business in the nation; Monitors, reviews and /or  recommends to the Secretary of Resource & Development course of action or programs to enhance accrued benefits from international trade and investment agreements in which FSM is a party to; Performs assessment of FSM’s competitive advantage in terms of products and services to trade and sectors to invest, and submit findings and recommendations in writing to the Secretary; Coordinate and supervises the functions of the various u nits under the Division to ensure activities and programs are in line with state National priorities and are accomplished in a timely manner; Established and maintain links with national trade network such as the FSM Association of Chambers of Commerce, regional and international trade related bodies such that might contribute to enhancing  trade and investment in the FSM; Assists and facilitates the work of each Program Manager in orderly implementation of their quarterly and annual program objectives; initiates timely preparation of annual budgeting an regular  report (monthly, quarterly, and/or annually) as may be required on the progress and status of programs, activities, and project within the Division’s jurisdiction; Attends office meetings within and outside the FSM on behalf of the Secretary of Resource and Development when assigned; Coordinates and assists , when necessary, other Divisions in the implementation of mandates of the Department; performs all other related functions as may be assigned by the Secretary of the Department of Resource and Development.

Qualification Requirements:
Graduation from an accredited college or university with a degree in Economics, Public Administration, International Business, Business Management or any other related filed plus five (5) years of work experience in trade and investment of which three (3) years must have been in supervisory or administrative capacity and possession of a working knowledge of government system.
