The Government of the Federated States of Micronesian (FSM) seeks well qualified individuals to fill the position of Strategic Prevention Framework – Partnerships for Success (SPF‑PFS) Epidemiologist, FSM National Government at the Department of Health and Social Affairs.

Duties & Responsibilities:

  1. Communicate on a monthly basis with the Project Director and, as needed, with the Evaluator,
  2. Ensure that his/her efforts compliments, rather than duplicate, SEOW’s efforts:
  3. Provide necessary support to subrecipients;
  4. Responsible for submitting quarterly progress reports to Program/ Project Director to be uploaded on the SPARS;
  5. Share data results with SPF-PFS staff and relevant stakeholders;
  6. Travel as required, to SPF-PFS meetings;
  7. Provide guidance and technical assistance to the State Epidemiological Outcome Workgroup (SEOW) to drive the promotion of evidence-based activities or programs and policies targeting the SPF’s Prioritized Issues of Underage Drinking and Cigarette Smoking. The objective is to work towards the reduction of the progression of Underage Drinking and Cigarette Smoking to prevent and minimize the FSM’s morbidity and mortality rates regarding the SPF PFS’s Prioritized issues.
  8. Work with the FSM BHWP and Advisory Council and staff to sustain the FBI Workgroup;
  9. Services as the technical resource to assist in using data to promote substance abuse prevention at all levels;
  10. Update an island-wide mental health treatment, recovery and substance abuse prevention profile providing the data and evidence base for sound decision-making;
  11. Collaborate and assist the Project team to determine relevant approaches and appropriate intervention and selected science-based approaches based on available local data;
  12. Provide technical support and advice to FSM data stakeholders in developing coordinating and managing a comprehensive surveillance system to measure mental health treatment recovery and substance abuse prevention and control;
  13. Assist members FSM’s EPI Workgroup to identify and collect all relevant existing databases and data sets, develop a central data clearinghouse established at the central office and revise and disseminate an annual island-wide mental health and substance abuse prevention profile to all stakeholders;
  14. Facilitate the analysis of existing data, and the identification of data gaps;
  15. Guide EPI workshop members to refine surveillance instruments and sustainable mechanism to collect missing data;
  16. Periodically assess and evaluate new data, analyze trends in mental health and substance use and abuse, rates their attendant consequences and relate these to the interventions implemented under SPF PFS and provide reports based on new data developed;
  17. Assist EPI Workgroup members and SPF PFS’ staff to communicate in all findings and recommendations to the appropriate stakeholders and FMS Community;
  18. and make recommendation for the progress indicator based on the evaluation plan developed by the evaluators;
  19. Collaborate with the FSM SPF PFS Project on grant reporting requirements and provide the portion relating to the EPI workgroup activities, products and progress;
  20. Participate in the Advisory Council and represent the FSM EPI workgroup at relevant meetings, workshops and other activities as requested by SAMHSA, CSAP and by the FSM SPF PFS Coordinator or BHWP Director.
  21. Aside from project data work analysis and write up of data assessment work, the epidemiologist will also update both the EPI Profile and the NOMs Report.
  22. The epidemiologist will also work closely with the Data Manager fostering data trainings for relevant staff for the project

Qualification Requirements:

Require at least a master’s degree in public health with an emphasis in epidemiology and or must have a medical degree// similar with training in infectious diseases, must be a strong data cruncher, particularly with biostatistical data, must also understand how to promote health, prevent disease and assess the quality of health care. Epidemiologists need a strong math and science background and should be capable of gathering, analyzing and understanding medical data He/ She must also be detail oriented and able to effectively communicate verbally and through writing, and must have at least 3 years of experience with being an Epidemiologist for a behavioral health federal project.

Salary:

The salary will be in the range of $35,000.00 to 40,000.00 per annum and shall commensurate with the candidate experience and education ranges.
